After Trump turned down MBS twice, Riyadh's fallback was supposed to be the Mecca Joint Defense Agreement, the pact Saudi Arabia signed with Pakistan in September 2025 and expanded last month to include Turkey, with NATO-style language declaring an attack on one an attack on all. This week the Houthis attacked Saudi cities, energy infrastructure, and shipping, and when Pakistan's foreign ministry was asked how Islamabad would honor its obligations, spokesperson Sajjad Haider Khan said a military response is not even under discussion, only that Pakistan will act "when time comes.”
